The breaking news comes via PBS NewsHour correspondent Nick Schifrin who tweeted it on X.com. According to Schifrin, Senator Mike Rounds (R-SD) told him that Rubio called him and other lawmakers to make it very clear that the recently leaked 28-point Ukraine peace proposal “is not our recommendation, it is not our peace plan.”
In addition, Schifrin tweeted that Senator Angus King (I-ME), confirmed that the plan “is not the “administration’s position — it is essentially the wish list of the Russians.”

Previously, the 28-point Ukraine peace proposal was leaked to the press with news that it was Trump’s deal, forwarded to President Volodymyr Zelenskyy who was given a short deadline until November 27 to accept it. The plan was supposedly cooked up by Trump’s Special Envoy Steve Witkoff and Putin crone Kiril Dmitriev.
However, observers like intelligence expert Christo Grozev have been saying that the plan is identical to an earlier version issued by the Kremlin.
